I think an institution as the Gursey Institute offers excellent scientific opportunities for Turkey and for the region. I do not have sufficient insight in the motives behind the plan to close the Gursey Institute. It is hard to see that the reason is purely financial, as the cost of an institute of this type directed towards fundamental research is rather small for a country as Turkey. Of course, by now the size of the institute is sub-minimal. Rather than closing it, by further developing the institute and maintaining its mission for fundamental science, Turkey could start to play a major role in the region and beyond. The presence of such an institute should also have great impact on the educational system in Turkey. Closure of the institute would be a lost opportunity!
